One identity, one accepted version
The Chamber issues each member its identity, wallet and passport. The member accepts a version of these rules, and the Chamber records which version, before the member can be party to a case.
The Chamber holds the rules its members accept and resolves disputes between them. It works from each party's own book, the rail's proofs and the originals each party holds, checked against the hashes they recorded. Automatic where the rule and the evidence allow, a human where they do not.
It will be amended. Each amendment is a new version and never rewrites a past decision: every decision states the version it was made under, and a member is bound by the version it accepted. Test phase: a person confirms every decision before the Chamber's key signs it.

The deadline runs only from a summons booked in the recipient's own book. If the recipient's edge cannot be reached, it does not run: the Chamber records the summons as undeliverable and tries again. An objection backed by evidence of an outage is heard after expiry.
A timeout is not a refusal, and a failed delivery is not silence.
When two members dispute, each pays the Chamber. The loser pays for the whole dispute and the winner's payment is returned, as in a court. The amounts are set in a later version.
| Disputed value | Decision |
|---|---|
| Below €1,000 | By rule, with the AI triage's written reason |
| €1,000 to €10,000 | The AI triage advises; a human adjudicator decides |
| €10,000 and above | A panel of three members |
A safety signal sends a dispute of any value to the panel.
Originals stay with their owner, under the hash recorded with the claim. They are delivered only for a dispute, at the Chamber's request, by hash. A missing original, or one that does not match its hash, is recorded as missing evidence, and the case proceeds by rule.
A decision can narrow or suspend a member's rights; the right to judge others is the first to go. Rights come back through clean work, never by waiting. An error is not dishonesty; concealing it is.
An appeal goes to a panel drawn by lot from active members with no tie to either party, and it costs, so not every loser appeals. Beyond the Chamber, an ordinary court receives the case with its five proofs.
Identity, wallet and passport; the accepted rule version recorded.
A books the claim in its own book: the hash of the subject (the order, the contract, the concrete obligation), the measurement, the time and the hashes of its attachments. A's edge commits the period to the rail; nothing of the content leaves A.
B books its acceptance or its dispute of the same subject in its own book, tied by the same subject hash.
Each party sends the Chamber, signed with its own key, the reference of its record: edge, sequence, subject hash and role. The Chamber pairs them.
The Chamber verifies both parties' confirmations against its own seal chain, requests the originals it names by hash within the deadline, and builds the case file: the five proofs, the timeline in the rail's order, and what is missing. Nothing is invented.
By rule wherever silence, a missing receipt, missing evidence or a checkable condition decides it. Otherwise the AI triage proposes a reasoned decision and a human adjudicator or a panel decides. The decision is a signed record of the Chamber, booked at its own edge and delivered to both parties with its proofs.
A fee is a new claim and acceptance; a re-delivery is a new order; a change of rights is a passport action under the accepted version. A decision never executes itself, and anyone with the pinned keys can verify it offline.
A condition is decided by rule only if the contract names in advance whose measurement counts and how it is verified: the provider's meter signed with its key, the customer's counter-measurement within a tolerance, or an independent meter with a mandate to measure.
The Chamber checks that the original matches its recorded hash and that the condition is met by that measurement. It does not certify the physics, and the decision says so.
